วันจันทร์ที่ 15 สิงหาคม 2565 คณบดี (ผู้ช่วยศาสตราจารย์ ดร.ปารีณา ศรีวนิชย์) และอาจารย์ ดร.พัชร์ นิยมศิลป์ อาจารย์ผู้รับผิดชอบโครงการได้มอบประกาศนียบัตรสำหรับผู้ผ่านการประเมินจากโครงการ “ห้องปฏิบัติการกฎหมายสิทธิมนุษยชน” (LawLab for Human Rights) ปีที่ 2ประจำปีการศึกษา 2564 จำนวน 21 คน ณ ห้องประชุมใหญ่ (ห้อง 502) อาคารเทพทวาราวดีคณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย
โครงการห้องปฏิบัติการกฎหมายสิทธิมนุษยชน (LawLAB for Human Rights) ปีที่ 2 เป็นห้องปฏิบัติการทางกฎหมายหนึ่งภายใต้โครงการ LawLAB ซึ่งได้จัดขึ้นประจำปีการศึกษา 2564 ระยะเวลาการดำเนินการ ตั้งแต่เดือนมกราคม –กรกฎาคม 2565 ที่ผ่านมา เพื่อให้นิสิตคณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยได้เข้าร่วมในการพิทักษ์สิทธิมนุษยชนและสิทธิพลเมืองที่ประเทศไทยมีพันธกรณีที่จะต้องปฏิบัติตาม ICCPR รวมทั้งสร้างความตระหนักรู้เกี่ยวกับความสำคัญของสิทธิมนุษยชนให้กับนิสิต นักศึกษาและประชาชนทั่วไป ได้ตระหนักเห็นถึงความสำคัญในการพิทักษ์สิทธิมนุษยชนในประเทศไทย สร้างความรู้ความเข้าใจแก่สิทธิมนุษยชนและเสรีภาพในการชุมนุมและสิทธิพลเมืองอย่างเป็นรูปธรรม ได้รับทราบถึงปัญหาและอุปสรรคในการทำหน้าที่ของนักกฎหมายสิทธิมนุษยชน และได้เรียนรู้เป้าหมายการพัฒนาอย่างยังยืน (Sustainable Development Goals: SDGs) โดยเฉพาะอย่างยิ่ง เป้าหมายที่ 16 การส่งเสริมสังคมที่สงบสุขและครอบคลุมเพื่อการพัฒนาที่ยั่งยืน ให้ทุกคนเข้าถึงความยุติธรรม สร้างสถาบันที่มีประสิทธิผล รับผิดชอบ และครอบคลุมในทุกระดับ
โดยการให้ความรู้เบื้องต้นเกี่ยวกับเสรีภาพในการชุมนุมและสิทธิพลเมือง การสังเกตการณ์การชุมนุมสาธารณะ การสังเกตการณ์/จดบันทึกการพิจารณาคดีสิทธิมนุษยชนและคดีการเมือง อบรมความรู้ทางด้านงานเอกสารที่ใช้ในกระบวนการยุติธรรม เช่น การร่างคำร้องหรือคำฟ้อง การว่าความเบื้องต้น และการค้นหากฎหมายหรือคำพิพากษาที่ใช้สำหรับคดี เรียนรู้การทำคดีสิทธิมนุษยชนร่วมกับทีมทนายความ ยกตัวอย่างเช่น การคัดค้านการจับกุม การเปรียบเทียบปรับ การคัดค้านการฝากขัง การขอปล่อยตัวชั่วคราว การค้นคว้าข้อมูลเพื่อการทำคำฟ้อง/รายงาน และการทำคู่มือความรู้เกี่ยวกับกฎหมายสิทธิมนุษยชน เพื่อเผยแพร่ต่อสาธารณะ ภายใต้การอบรมของทนายความและผู้เชี่ยวชาญด้านกฎหมาย อันได้แก่ ศูนย์ทนายความเพื่อสิทธิมนุษยชน ภาคีนักกฎหมายสิทธิมนุษยชน มูลนิธินิติธรรมสิ่งแวดล้อม (EnLAW) ศูนย์ทนายความเพื่อสิทธิมนุษยชน โครงการอินเทอร์เน็ตเพื่อกฎหมายประชาชน (ilaw) และกลุ่มเส้นด้าย เพื่อให้นิสิตได้มีในการโอกาสพัฒนาตนเองทางด้านต่าง ๆ ทั้งความรู้ ความสามารถทางด้านกฎหมาย และมีประสบการณ์ในการทำงานในประเด็นกฎหมายต่าง ๆ เพื่อเตรียมความพร้อมสำหรับการเข้าสู่การทำงานในอนาคต ตระหนักถึงความสำคัญของกฎหมายที่เกี่ยวข้องในแง่มุมต่าง ๆ ที่เกี่ยวข้องกับสิทธิมนุษยชน ทำให้นิสิตสามารถนำไปต่อยอดและเผยแพร่ความรู้ความเข้าใจที่ถูกต้องต่อผู้อื่นได้
Monday, August 30, 2022, The Dean (Asst. Prof. Dr. Pareena Srivanit) and Prof. Dr. Pat Niyomsilp, a professor who oversees this project, granted certificates to whom passed the project assessment from “LawLab for Human Rights” the second year, 2021 semester, 21 participants at the Auditorium (Room 502) Debdvaravati Building, Chulalongkorn University.
LawLAB for Human Rights the second year is a legal laboratory under LawLAB project which is hosted in the 2021 semester from January to July 2022 for law students to participate in protecting human rights and civil rights which Thailand has an obligation according to ICRC and raise awareness concerning the importance of human rights to students and citizens, for them to be aware of the significance of human rights protection in Thailand, and build knowledge and understandings to human rights, freedom of assembly, and civil rights concretely. Knowing the problems and obstacles in performing duty as a human rights lawyer and learning sustainable development goals (SDGs). Especially the 16-goal, promoting a peaceful society and including sustainable development to make justice accessible to everyone, building efficient responsible, and inclusive institutes at every level. By giving knowledge about freedom of assembly and civil rights, public assembly observation, observation and taking notes of human rights and political case trials, training paperwork knowledge used in process of judgement such as drafting a complaint, preliminary advocacy, researching law and precedent for the case, and learning how to work on a human rights case with the lawyer team. For example, objection to arrest, fine penalty, objection to detention, application for provisional release, researching to draft a complaint or report, and making a handbook regarding human rights law to publish to the public. Under the training from lawyers and legal experts such as Thai Lawyers for Human Rights Center, Human Rights Lawyer Association, Environmental Litigation and Advocacy for the Wants, iLaw, and Zendai group. For students to develop themselves in various aspects including knowledge, legal competence, and knowledge and have working experience on law issues to prepare for the future career path. Realizing the importance of law in many aspects of human rights makes students able to develop and propagate the correct knowledge and information to others.
