วันอังคาร ที่ 30 สิงหาคม 2565 ณ คณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย พล.ต.อ.สุวัฒน์ แจ้งยอดสุข ผู้บัญชาการตำรวจแห่งชาติ พร้อมด้วย ผศ.ดร.ปารีณา ศรีวนิชย์ คณบดีคณะนิติศาสตร์ จุฬาฯ และ พล.ต.ท.สำราญ นวลมา ผู้บัญชาการตำรวจนครบาล ร่วมพิธีเปิดโครงการ Special LawLAB “การสืบสวนสอบสวนยุค 5G” ซึ่งจัดโดยกองบัญชาการตำรวจนครบาล (บช.น.) และกองบัญชาการศึกษา (บช.ศ.) มีนิสิตคณะนิติศาสตร์ จุฬาฯ จำนวน 25 คนผ่านการคัดเลือกเข้าฝึกอบรมในโครงการนี้ ซึ่งเป็นโครงการนำร่องศึกษาเรียนรู้จากประสบการณ์ตรง หรือ Young Lawyers – Police Engagement Pilot Project โดยคัดเลือกนิสิตชั้นปีที่ 2 – 4 คณะนิติศาสตร์ จุฬาฯ เข้าฝึกอบรมภาควิชาการและภาคปฏิบัติกับตำรวจใน 6 หน่วยงาน ประกอบด้วย กองบังคับการสืบสวนสอบสวน กองบัญชาการตำรวจนครบาล สน.พญาไท สน.ห้วยขวาง สน.บางเขน สน.บางนา และ สน.พระโขนง
ผศ.ดร.ปารีณา ศรีวนิชย์ คณบดีคณะนิติศาสตร์ จุฬาฯ เปิดเผยว่า โครงการ Special LawLAB โดยสำนักงานตำรวจแห่งชาติมีความสอดคล้องกับโครงการ LawLAB ของคณะนิติศาสตร์ จุฬาฯ โครงการนี้เปิดโอกาสให้นิสิตได้ฝึกปฏิบัติงานด้านสืบสวนสอบสวนกับเจ้าหน้าที่ตำรวจจากประสบการณ์จริง ช่วยให้นิสิตที่จะจบออกไปเป็นนักกฎหมายยุคใหม่ เข้าใจชีวิตการทำงานจริง นำประสบการณ์มาต่อยอดพัฒนากฎหมายในอนาคต ขณะเดียวกันยังทำให้ตำรวจเข้าใจประชาชนผ่านนิสิตซึ่งเป็นกลุ่มที่มีความหลากหลาย มีความแตกต่างในช่วงวัย และสภาพสังคม
ผศ.ดร.ปารีณา กล่าวต่อไปว่า โครงการนำร่องนี้ ไม่เพียงแต่จะช่วยให้นิสิตคณะนิติศาสตร์ จุฬาฯ ได้เรียนรู้และฝึกฝนเพิ่มพูนความรู้และประสบการณ์ในการค้นหาและพัฒนาตัวเอง แต่ยังช่วยให้นิสิตในฐานะนักกฎหมายรุ่นใหม่ในอนาคตได้เข้าใจชีวิตการทำงานจริงจากการติดตามและฝึกปฏิบัติงานกับครูพี่เลี้ยง เพื่อจะมาต่อยอดความคิดในการพัฒนากฎหมายและกระบวนการยุติธรรมที่สะท้อนความเป็นจริงได้อย่างรอบด้านต่อไป ที่สำคัญยังสะท้อนถึงวิสัยทัศน์ ในการเปิดมิติใหม่ของการทำงานของสำนักงานตำรวจแห่งชาติ ตามแนวทางเป้าหมายที่ยั่งยืนแห่งสหประชาชาติ หรือ SDG Sustainable Development Goals ข้อที่ 16 และข้อที่ 17 ในการสร้างความเข้มแข็งของกระบวนการยุติธรรมผ่านการทำงานร่วมกับเครือข่ายต่าง ๆ โดยเฉพาะกับกลุ่มเยาวชน
“การทำงานร่วมกับเยาวชนในลักษณะเครือข่ายหรือ Partnership นั้น เริ่มเห็นบ้างในประเทศอังกฤษซึ่งได้พัฒนา ‘Youth Commission Model on Police and Crime’ ขึ้นเพื่อให้เยาวชนได้เข้ามามีส่วนปฏิบัติงานจริงร่วมกับเจ้าหน้าที่ตำรวจ ภายใต้ The Police and Social Responsibility Act ซึ่งจากการวิจัยพบว่าแม้สังคมโดยทั่วไปยังมองว่าเยาวชนอาจอ่อนด้อยในเรื่องวุฒิภาวะ แต่เมื่อยอมเปิดใจร่วมทำงานกับนิสิตนักศึกษาแล้วพบว่า เยาวชนเหล่านั้นต่างมีทักษะและความสามารถที่จะช่วยเกื้อกูลการทำงานให้แก่เจ้าหน้าที่ตำรวจ โดยเฉพาะในสังคมยุคที่เปลี่ยนแปลงเร็วได้เป็นอย่างดี ขณะเดียวกัน ก็ทำให้เจ้าหน้าที่ตำรวจได้เข้าใจมุมมองของเยาวชนซึ่งเสมือนกลุ่มตัวอย่างประชาชนอีกด้วย” คณบดีคณะนิติศาสตร์ จุฬาฯ กล่าวในที่สุด
Special LawLAB “Young Lawyers – Police Engagement Pilot Project”
Tuesday 30th August 2022 at Faculty of Law, Chulalongkorn University Pol.Gen. Suwat Jangyodsuk, a Commisioner – General, along with Asst. Prof. Dr. Pareena Srivanit, the dean of the Faculty of Law, Chulalongkorn University, and Pol.Lt.Gen. Samran Nuanma, a metropolitan police commissioner joined the opening ceremony of the Special LawLAB event “Investigation in the 5G era” which was hosted by the Metropolitan Police Bureau and the Police Education Bureau. 25 students from the Faculty of Law, Chulalongkorn University passed the recruitment process to participate in this program which is a self-learning from direct experience project or Young Lawyers – Police Engagement Pilot Project. By selecting Chulalongkorn law students from 2nd-4th year to participate in the academic and practical section with the police from 6 departments which are Investigation Division, Metropolitan Police Division, Phayathai Police Station, Huai Khwang Police Station, Bang Khen Police Station, Bangna Police Station, and Phra Khanong.
Asst. Prof. Dr. Pareena Srivanit, the dean of the Faculty of Law, Chulalongkorn University revealed that Special LawLAB by the Royal Thai Police is consistent with LawLAB, the Faculty of Law, Chulalongkorn University project. This project provides an opportunity for students to practice in the investigation area with real experience from police officers. Helping students who are graduated to be new age lawyers to understand real working life and use the experience to develop the law in the future, meanwhile allow police to understand civilians through students which are a diverse group in their age and social environment.
Asst. Prof. Dr. Pareena stated further that this pilot project not only helps students learn, practice, and enhance their knowledge and experience in finding and developing themselves, but also helps students as new era lawyers in the future understand real-life working from observing and practicing with the supervisor. To continue to develop ideas in developing law and process of judgment which can reflect reality in all aspects. Especially reflects the vision of the Royal Thai Police in a new way according to the SDG Sustainable Development Goals number 16 and 17. For building a strong process of judgment through working with various networks, especially youth groups.
“Working with the youth in ways of network or partnership started to can be seen in England which develops Youth Commission Model on Police and Crime. To allow juveniles to participate in real work together with the police officer under The Police and Social Responsibility Act the study found that although society sees juveniles as lack of maturity when working with an open-hearted, they found that those juveniles have skills and capabilities that can help the police. Especially in the fast-changing society, at the same time, it allows the police to understand the perspectives of youth which resembles a sample group of people,” said the Dean of the Faculty of Law, Chulalongkorn University.
